M&J Engineering Adds Frederick A. Costanzo as Head of its Underwater Explosions Research Division

M&J Engineering, PC (M&J) is pleased to announce the addition of Frederick A. Costanzo as head of its Underwater Explosions Research Division to its growing staff.

As one of his first assignments, he is serving as principal investigator for the firm’s Navy R&D group on the Naval Sea Systems Command (NAVSEA) Phase I SBIR for Verification and Optimization of Advanced Finite Element Modeling Techniques for Complex Submarine Hull Structures.

A recognized expert in the fields of underwater explosion shock, structural analysis, and the application of numerical methods to the solution of complex engineering issues, Mr. Costanzo joins M&J with close to four decades of service to the US Federal government.Specifically, he served as the supervisory engineer, Carderock Division, Naval Surface Warfare Center (NSWC), Underwater Explosions Research Division (UERD) in Carderock, MD from 1997 to 2013 and as a structural engineer for UERD in Portsmouth, VA from 1978 to 1997.

Mr. Costanzo’s post-Federal work (since 2014) has included serving as a consultant for the application of modeling and simulation techniques for the structural and vibration design assessment and modification of a dynamic shaker stand and a concrete support floor for a multiple shaker configuration.Additionally, he supported NSWC Carderock in numerous tasks, including the development and presentation of a comprehensive shock training course in underwater explosions fundamentals, and the shock response of naval ships to the Finnish Navy and Finnish defense contractors in Helsinki as part of a bilateral data exchange agreement between the U.S. and Finland.

Mr. Costanzo also led or participated in numerous weapons effects trials that involve both shock and blast effects, led major U.S. Navy R&D efforts for the integration of advanced isolation systems for shock and whipping into emerging surface ship designs, and applied advanced modeling and simulation strategies to solving underwater explosion shock issues.He has competency in the application of several computational tools and finite element programs, including NASTRAN, SAP, USA, DYNA-3D, EPSA, GEMINI, and DYSMAS.He also is fluent in FORTRAN, PASCAL, BASIC, C++, and Python computer languages.

Mr. Costanzo actively participates in the annual Shock and Vibration Symposium where he has chaired numerous technical sessions and presented training tutorials and technical papers, and serves on the forum’s Technical Advisory Group. He holds an MS in Applied Mechanics from George Washington University and a BS from the University of Akron in engineering mechanics.
